Passing now to the Estimates for Public Works, Extraordinary, and dealing in the first place with the division "Buildings", I would remark that the amounts inserted for the Time Ball Tower on Blackhead's Hill, Kowloon, for the Land Office at Taipo and for the Market near Quarry Bay represent the estimated balances (unexpended at the end of the current year) to complete these works I have provided $52,000 for a new Slaughter House and Animal Depots in Kowloon, the site of the existing buildings being required for the Station Yard of the Railway. Moreover the new buildings are designed to supply increased accommodation which will be required as soon as the Railway is opened to traffic and will be capable of such extension as may subsequently be needed. The sum of $18,000 (the assessed value of the old structures) has been debited to Railway Funds and will enable the work which is of an urgent character to be begun at once. $10,000 has been included for converting Stables situated near the Public Works Offices into additional office accommodation to relieve in some measure the congestion which has for a long time been felt in the Department. The extensions to Wantsai and Saiyingpun Schools are rendered necessary by the
